42 an hour 6 days ago 6 days ago 6 days ago Incumbent serves as Assistant Veterans' Service Officer for the White County Veterans' Service Office, responsible for providing assistance and information to eligible veterans, their spouses, dependents and/or survivors with a 90 day probationary period.
DUTIES:
Assists veterans, their spouses, dependents and/or survivors in preparing claims to be presented before the Veterans Administration (VA), including claims of disability, insurance, education or pension for benefits under federal, state or local laws.
Prepares and maintains veteran records and submits claims and correspondence as required.
Assists in obtaining supporting evidence for benefit applications as needed, such as birth and/or death certificates, divorce records, medical records, and military service records.
Informs veterans of various services and benefits available.
Prepares and submits press releases to local and area media.
Assists veterans with enrollment in VA Health Care system, including necessary yearly information updating.
Maintains confidential records for each client, maintains records of assistance provided to veterans, and prepares and submits activity summaries and statistical reports to the Indiana Department of Veterans' Affairs (IDVA), and County officials as required or requested.
Provides veterans' services in various locations to accommodate special needs of clients, including hospitals, nursing homes, residences, and local service organizations.
Maintains frequent communication with IDVA to inquire about delayed benefits, resolve conflicts, and determine appropriate procedures and actions.
Maintains current knowledge of any changes in rules, regulations and laws as they pertain to veterans' benefits and entitlements.
Maintains inventory of current reference materials and distributes brochures, forms, applications, and related materials to local community organizations and individuals.
Regularly attends meetings of local veterans' organizations.
Attends training seminars, conferences, and meetings as required.
Assists with transporting Veterans to and from various appointments.
Performs related duties as assigned.
I.
JOB REQUIREMENTS:
High school diploma or GED.
Must be at least 21 years of age.
Recognition as an honorably discharged veteran of the armed forces of the United States of America.
Ability to successfully complete training arranged by the Indiana Department of Veterans' Affairs, and be accredited annually according to I.
C.
10-17-1-10 and CFR 38/14.

Must be accredited to represent veterans through a national service organization, and successfully pass a written examination.
Thorough knowledge of rules, regulations, policies, procedures and legal aspects of all phases of Veterans Administration benefits and service programs, and ability to implement such policies to meet the needs of veterans.
Knowledge of the organizational and administrative structure of the Veterans Administration and ability to employ administrative processes in order to access files and records.
Familiarity with community resources and services available to veterans and their dependents from local agencies, groups and organizations, with ability to make referrals and assist veterans/dependents with obtaining resources/services as needed.
Working knowledge of standard office procedures and basic computer skills, and ability to apply such knowledge to a variety of interrelated processes, tasks and operations.
Working knowledge of standard English grammar, spelling and punctuation, and ability to prepare newspaper publications, correspondence, and detailed written reports as required.
Knowledge of basic filing systems and ability to create and maintain accurate and complete Department files/records.
Ability to properly operate standard office equipment, including computer, typewriter, calculator, copier, fax machine, and telephone.
Ability to effectively communicate orally and in writing with co-workers, other County departments, VA, other government agencies and organizations, community groups, veterans' hospitals, veterans and their spouses/dependents/survivors, and the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.
Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
Ability to provide public access to or maintain confidentiality of department information and records according to state requirements.
Ability to understand, memorize, retain, and carry out oral or written instructions and present findings in oral or written form.
Ability to compare or observe similarities and differences in data, compile, collate, or classify data, analyze and evaluate data, and make determinations based on data analyses.
Ability to work alone with minimum supervision and with others in a team environment.

Ability to apply knowledge of people and/or locations, and occasionally plan and layout assigned work projects.
Ability to perform arithmetic calculations.
Ability to plan and present public speaking presentations, and special events.
Ability to regularly work extended, weekends, and/or evening hours and occasionally travel out of town for house calls, conferences, and/or training, sometimes overnight.
Possession of a valid Indiana driver's license and demonstrated safe driving record.
II.
DIFFICULTY OF WORK:
Incumbent performs duties that are complex in nature and require careful consideration of new and/or unusual circumstances, exercising judgment in assessing individual needs, filing claims for benefits, and referring services to veterans, their spouses, dependents or survivors.
III.
RESPONSIBILITY:
Incumbent applies specialized knowledge of veterans' services and benefits in meeting the needs of veterans, their spouses, dependents and/or survivors, exercising independent judgment in interpreting and applying rules, regulations, and legal requirements to individual cases.
Work is periodically reviewed for attainment of objectives and compliance with legal requirements.
IV.
PERSONAL WORK RELATIONSHIPS:
Incumbent maintains frequent contact with co-workers, other County departments, VA, other government agencies and organizations, community groups, veterans' hospitals, veterans and their spouses/dependents/survivors, and the public for purposes of exchanging information, providing explanation/instruction and counseling, and resolving problems.
Incumbent reports directly to Veteran Service Officer.
V.
PHYSICAL EFFORT AND WORK ENVIRONMENT:
Incumbent performs duties in an office environment and drives to various veterans' locations, such as residences, hospitals, or nursing homes, involving sitting/walking at will, sitting/standing/walking for long periods, lifting/carrying objects weighing in excess of 50 pounds, close vision, handling/grasping objects, speaking clearly, and hearing sounds/communication.
Incumbent maintains considerable contact with veterans and their families and may be exposed to irate/emotionally distraught persons.
Incumbent regularly works extended, weekends, and/or evening hours and occasionally travels out of town for house calls, conferences, and/or training, sometimes overnight.
